About us

The Government Communications Security Bureau (GCSB) and the New Zealand Security Intelligence Service (NZSIS) are part of the New Zealand Intelligence Community (NZIC).

We form the core national intelligence, assessment and protective security functions within the NZIC, together with the National Assessments Bureau within the Department of Prime Minister and Cabinet (DPMC).

We also work with other agencies such as the New Zealand Police, the New Zealand Customs Service, the New Zealand Defence Force, and Immigration New Zealand.

The GCSB and NZSIS are at the heart of New Zealand’s national security effort and we exist to protect our country as a free, open and democratic society.

We work to ensure that New Zealand is protected from harm and that New Zealand policy makers have intelligence to support good decision making.

While we both work every day to build a safer and more prosperous New Zealand we do this in different ways.

What we do

The Government Communications Security Bureau

The GCSB collects Signals Intelligence, in accordance with the National Security Intelligence Priorities - Whakaarotau Marumaru Aotearoa, and provides that intelligence to relevant parties to support informed decision making.

We also ensure the integrity and confidentiality of government information, provide cyber security services to organisations of national significance, and assist other New Zealand government agencies.

Our people include technology experts, cyber security specialists, engagement managers, linguists, analysts and other professional support staff.

The New Zealand Security Intelligence Service (NZSIS)

The NZSIS identifies, investigates, assesses and mitigates threats to New Zealand’s national security, and provides a range of protective security advice and services to the New Zealand Government.

We also provide cooperation and assistance to other New Zealand government agencies.

Our people include investigators, case officers, analysts, linguists, technology experts and other professional support staff.

National Security Intelligence Priorities - Whakaarotau Marumaru Aotearoa

We're guided by the National Security Intelligence Priorities - Whakaarotau Marumaru Aotearoa - which outline key areas of interest and define where intelligence can support government to make informed decisions about national security.  DPMC leads the development and implementation of the National Security Intelligence Priorities.

How we do it

The GCSB and NZSIS are united in our shared mission to protect Aotearoa New Zealand as a free and democratic society. Each agency contributes a unique set of capabilities to deliver the intelligence-based insights and advice that sustains and enhances New Zealand’s security and wellbeing.

The GCSB and NZSIS share a Behavioural Competency Framework (Our Behaviours) that sets out six core behaviours that are crucial to how we deliver our mission.
